    how we can put S when its in singular form ……………………..just because if there is POLICIES than we could put S …….isn’t?

      This is Present indefinite tense, so we have to put “s” with Plan. here “The Govt” is the singular subject..It doesn’t depend on Policy or policies.

    Sir, In Question no. 2, Can’t we replace The Govt. Decision with Govt.’s Decision ?
